The 102nd annual Bay to Breakers returns to town this Sunday, May 18, sporting savvy new management, a bunch of new regs, a posse of chiseled athletes from 'round the globe, and a near-unlimited supply of glitter, spangles, drag outfits, adult diapers, grass skirts — and sweat-sheened streakers running free and unburdened by textiles.
